Prior to joining Leon | Alcala PLLC, Sarah served as the Associate General Counsel and General Counsel of Texas Region 8 Education Service Center and its national purchasing cooperative, The Interlocal Purchasing System (“TIPS”). During that time, Sarah carefully carried out high volumes of public procurements, solicitation drafting, vendor proposal evaluations, the drafting, negotiation, and management of thousands of public contracts, answering inquiries from public entities throughout the U.S., handling of highly sensitive third-party trade secret/proprietary material, and advising public entities regarding corporate management and employment matters.
Sarah also has vast experience effectively representing public sector clients in the areas of public procurement law, transaction and contract law, education law, legislation drafting and monitoring, public transparency laws, and civil litigation. She has carefully and confidently guided public sector clients through complex legal matters varying from detailed and unique public procurements, contract disputes, litigation, and public information act disputes involving highly sensitive third-party material. In addition, she has effectively represented clients in State and Federal court cases involving public procurement disputes, breach of contract, construction defect, property damage, and personal injury.
Sarah is also experienced in training and presenting to public officials and employees on the topics of public procurement law, The Texas Open Meetings Act, legislative updates, The Texas Public Information Act, federal fund expenditures, and the appropriate use of cooperative purchasing.
Sarah is a Texas A&M University and Baylor University School of Law graduate.
