Our attorneys are passionate advocates serving governmental entities in all areas of public law. Our attorneys have successfully represented public educational entities for decades as general and special counsel. In both the courtroom and the boardroom, our attorneys are experienced advocates and counselors, sensitive to the special needs of elected officials and the constituents they serve. We have assisted school districts in negotiating agreements under Chapter 313 of the Texas Tax Code, the Texas Economic Development Act, in tax incentive agreements resulting in tens of billions of dollars in new investments in Texas. Our public finance team represents counties, cities and public school districts as bond counsel, tax counsel and disclosure counsel in connection with public finance transactions.

Our school law clients are public school districts, community college districts and education services centers across the state of Texas. We also serve cities, counties, special purpose districts as general and special counsel.

Our attorneys bring decades of general and special counsel experience to the practice. We have represented educational entities in significant litigation impacting educational policy in Texas. Our attorneys are experienced representing clients in complex tax and public finance matters. We practice preventative law; but when disputes occur, we provide effective representation before courts and administrative bodies.

Our experience includes significant reported decisions in the areas of civil rights and constitutional law, employment law, tort claims and elections law. We have successfully represented public educational entities in matters related to compliance with state and federal law, including the Americans with Disabilities Act, Section 504 of the Rehabilitation Act and the Individuals with Disabilities Education Act.

Our public finance team provides bond counsel, underwriter counsel, tax counsel and disclosure counsel services to our local governmental clients. We are experienced in representing school districts in the negotiation of agreement under the Texas Economic Development Act, Chapter 313 of the Texas Property Tax Code. For more than twenty years, our clients have relied upon our team to provide solutions for election and redistricting matters with sensitivity and creativity. Our History

Our attorneys have decades of experience representing local governmental and educational entities throughout the state. Our attorneys come both from the public and private sectors and include former in-house general counsel to the Corpus Christi and Houston Independent School Districts, as well as outside general counsel to dozens of public educational and public sector entities.
