The law firm of Leon | Alcala is pleased to announce the addition of two additional named partners, Ben Morse and Sarah Reynolds. The firm is now Leon, Alcala, Morse & Reynolds, PLLC, which reflects the firm’s continued growth, momentum, and commitment to client success for clients across Texas.

Ben Morse is head of the firm’s public finance practice, where he has helped to grow the firm into one of the most active bond counsel firms in the State. Throughout his career, Ben has worked on over 250 public finance transactions aggregating over $20 billion in principal amount of bonds. He and our public finance team have also worked on some of the largest bond elections in the State of Texas, including the $1.0 billion Round Rock ISD Bond Election held in November 2024 and the $2.5 billion Harris Health System bond election in November 2023. Our enhanced focus on public finance work since Ben’s arrival has complemented our general legal work, where we provide an unmatched level of experience in all facets of governmental law for our clients.

Sarah Reynolds focuses her work on construction, procurement and litigation. Sarah assists state and local governmental entities and school districts across Texas in all aspects of public sector procurement, contract negotiation and public facility contracting. Sarah is not only a zealous advocate for her clients at the negotiation table, but she is experienced in achieving results for her clients in the courtroom as well. Last week, the Texas Supreme Court denied review in Buford-Thompson Co. v. Rankin ISD, preserving a significant trial and appeals court victory on behalf of Sarah’s school district client. In that case, the school district denied payments to the contractor after learning of the contractor’s violation of state ethics laws. The trial court and court of appeals upheld the school district’s action to void the contract from its inception, with the result that the school district was found to be immune from suit from the contractor for alleged damages under the contract.
