Sarah Reynolds is an experienced and passionate advocaterepresenting Texas public entities. She is a Senior Attorney in the Longviewoffice and has extensive experience representing public entities throughout theState in all areas of public law, with a focus in the areas of publicprocurement, contracting, and contract dispute.
Prior to joining Leon | Alcala PLLC, Sarah served as thein-house Associate General Counsel and General Counsel of Texas Region 8Education Service Center and its national purchasing cooperative, TheInterlocal Purchasing System (“TIPS”), and continues that role as outsidecounsel. In this role, Sarah expertly manages complex public procurements,including solicitation drafting and vendor proposal evaluation oversight. Sarah has extensive experience drafting,negotiating, executing, and managing thousands of government contracts whilehandling highly sensitive third-party trade secret/proprietary material andadvising public entities regarding corporate management and employment matters.
Sarah also has vast experience effectively representing publicsector clients in the areas of public procurement law, construction law,transaction and contract law, general education law, legislation drafting andmonitoring, public transparency laws, and civil litigation. She has confidentlyguided public sector clients through complex legal matters varying fromdetailed and unique public procurements, contract disputes, and litigation. Shehas effectively represented clients in State, Federal, and appellate casesinvolving public procurement disputes, breach of contract, construction defect,property damage, and personal injury.
Additionally, Sarah is experienced in training and presenting topublic officials and employees on all areas of public law including publicprocurement law, public construction law, The Texas Open Meetings Act,legislative updates, The Texas Public Information Act, federal fundexpenditures, and school law.
Sarah is a graduate of Texas A&M University and Baylor University School of Law.
